Web Style Guide update

The Web Style Guide has been updated to reflect the new UC web template refresh. It also has a new structure (more like the 'how to' section) and is easier to use.
The Web Style Guide specifies the web presentation requirements defined in the Web Policy and the Brand Manual. It is your first place to check how aspects of your website should look and function.
