Mock-ups of the new web enhancements

Web enhancement mock-ups we are planning for this year. The major changes are:
- Increased width from 800px to 1024px
- Homepages separates and show more major and minor links
- Greater usage of the college colours
- Optional third column
- Improved and more flexible page layouts (especially homepages)
These are a work in progress and we still have a number of issues to work out.
