UC already has a very good understanding of the travel patterns and desires of staff and students, thanks to the the surveys and studies carried out by FM and our Transport Planning Group over many years.  We also have obligations under the City Plan to provide  prescribed levels of parking at Ilam and Dovedale.  Local residents and the City Council consider that on-street parking is already at its limits, so any change to the charging or supply of on-site parking would need to take this into account. 

Transport options

Options for our transport strategies included changing the supply and pricing of parking (in various combinations), subsiding bus travel, improving bus services and encouraging walking, cycling and car-pooling. 
Transport consultants were engaged to predict the likely effects of these options.  They validated their predictive model against data for current patterns of travel and parking, and then used it to predict the effects of each strategy option.  In each case they determined the resulting demand for parking, particularly on surrounding streets, and the modes of travel (including everything from buses to skateboards).  The costs and benefits for each scenario were then used to rank the options.
The outcome clearly indicated that the most effective strategies for UC are to:

  • Encourage walking through improved access, wayfinding and safety (50% of students live within 2 km)
  • Encourage cycling through  improved access, facilities and bike parking (75% of students live within 5 km)
  • Improve bus services and connections
  • Change pricing regimes for parking
  • Encourage other changes in travel behaviour

Parking buildings

Parking buildings were considered as part of the Master Plan, but are not being recommended because of their high cost (at least $20,000 per space) and the highly variable demand for parking over the year. 

Ilam Rd upgrade

UC Facilities Management is working with the City Council on a planned upgrade to Ilam Road, taking account of the very high level of pedestrians crossing (8,000 per day) and the changes to vehicle access proposed in the draft Master Plan.
